Network loss allocation and carbon emission responsibility calculation for new energy power generation

Abstract:

With the advancement of China′s “dual carbon” goals, more and more new energy power is integrated into power grids. While new energy power generation itself has no carbon emission costs, the transmission of new energy power to end users causes changes in network losses. Consequently, the current operational model that the transmitted new energy power does not bear any carbon emission responsibility is unreasonable. To address this, a principle is proposed whereby all network losses associated with transmitted power should be accounted for in carbon emission responsibilities. A network loss allocation method for different power transactions is designed, and the energy transaction allocation(ETA) algorithm is employed to precisely allocate the network losses caused by each power transaction contract on each transmission line. This enables the determination of carbon emission responsibilities for all power transaction contracts, including those involving transmitted new energy power. Finally, case studies validate the reasonableness and accuracy of the proposed method.
